The rankings are based on victories, quality of opponents, momentum and overall in-ring dominance, as well as intangibles. "How come Shawn Michaels hasn't received any first place votes from the Academy?" - Noah
The Academy replies: It takes a lot to receive a first place vote and if you don't have gold in your possession, it's near impossible.

"Why is Snitsky not on the P25 yet? He's bulldozed just about everyone." - Scott
The Academy replies: He has, but how many of those attacks have been in between bells? Once he gets a match under his belt, he's sure to shake some things up. 

"Bobby Lashley gets more first place votes than John Cena but still comes in at No. 2? I don't get it." - Chris
The Academy replies: The No. 1 spot is determined by total points received by the Academy, not just first place votes. Take it up with the members who voted Lashley in at No. 3 and 4.

Elijah Burke - Burke falls  for now, but don't count him out. He doesn't need CM Punk in the New Breed to accomplish what he has in mind.
