The rankings are based on victories, quality of opponents, momentum and overall in-ring dominance, as well as intangibles. MATT HARDY (12)  

He may not have survived at the pay-per-view Sunday, but helping his brother out on Friday night got him votes. Plus, he's the one World Champion from last week who still has a title this week.

JEFF HARDY (5)

Jeff may not have gotten to fight a match at Survivor Series, but his presence was certainly felt. He also beat the clock and The Brian Kendrick on SmackDown for a possible shot at WWE Champion Edge.

CHRIS JERICHO    

His loss at Survivor Series was a tough one for the former World Heavyweight Champion. But his performance on Raw suggests he's not bowing out of the fight for the top spot anytime soon.

TRIPLE H  

The Game didn't hold on to his title, but he did hold his P25 spot. Edge should by no means feel safe. As he proved on SmackDown, Triple H will fight to regain the WWE Championship.

UNDERTAKER 

The Deadman had the privilege of sealing The World's Largest coffin at Survivor Series. That's enough to secure him a top five position.

VLADIMIR KOZLOV 

Kozlov drops a spot for not coming out on top at Survivor Series and for not beating Matt Hardy on SmackDown, but he's still never been pinned. Kozlov is arguably the most consistent force in WWE right now.

MARK HENRY 

Though Henry’s match with Finlay was left unresolved on ECW on Sci Fi, the World’s Strongest Man did not relent and therefore maintained his vicious momentum which has been building in recent weeks.

BATISTA  

The Animal got RKO’d at Survivor Series, then came up short in the Triple Threat Match to determine the No. 1 contender to the World Heavyweight Championship on Raw.

EDGE (1)   

The Ultimate Opportunist stunned the WWE Universe, replacing Jeff Hardy in the Survivor Series Triple Threat Match to capture the WWE Championship and reclaim the top spot on SmackDown.

THE GREAT KHALI

The Punjabi Playboy played an intricate part in the victory of his Survivor Series team, including pinning MVP with one foot and balancing Mysterio on his massive shoulders to drop the bomb on Kane.

JOHN CENA (1)   

The Champ is back! After overcoming major surgery and once again beating the odds, Cena returned to Survivor Series to become World Heavyweight Champion.

BETH PHOENIX

Although the Women's Champion was on the losing end of a Six-Diva Tag Team Match on Raw, The Glamazon maintains her place on the P25 by emerging as the sole survivor in her Survivor Series Match.

KANE 

After getting pinning at Survivor Series, Kane’s ruthlessness got in his way as he was disqualified in his Eight-Man Intercontinental Title Tournament Match against Kofi Kingston.

CM PUNK & KOFI KINGSTON 

Although both Superstars were on the losing side at Survivor Series, Punk & Kingston both redeemed themselves by winning their matches in the Eight-Man Intercontinental Title Tournament on Raw.

REY MYSTERIO

The masked Superstar had a strong week, so he holds on strong to No. 15. His Survivor Series performance was crucial as he survived with two of his teammates in the Traditional Tag Team Elimination Match.

BIG SHOW 

The Casket Match at the pay-per-view was a huge loss for The World's Largest Athlete. Undertaker sealed him up in the coffin and buried him seven spots down the P25.

FINLAY  

It won't go into the books as a win, but Finlay's effort on ECW turned the tables in the Land of the Extreme. Now the Belfast Brawler is the one in control against Mark Henry.

CODY RHODES

Rhodes provided the assist that Randy Orton needed to capture a win at Survivor Series. Unfortunately for the second-generation Superstar, everyone ranked near him had positive weeks, as well.

CARLITO & PRIMO 

Like Cody Rhodes, only to a greater degree, the WWE Tag Team Champions fall victim to big performances. It's also been a few weeks since the champs have earned a win.

SHAWN MICHAELS 

Team HBK had a big night at the pay-per-view as The Showstopper led his group to a victory. His tag team win on Raw didn't hurt, either. A few more weeks like that and he'll be up top.

WILLIAM REGAL

The Intercontinental Champion was relatively inactive in one of the worst weeks to be out of action. Hopefully he'll return to the ring next week and make up for the ground he lost.

R-TRUTH

What's up? Not this Superstar. But R-Truth is one of the most promising, young athletes out there. He's sure to start moving up the P25 once again in no time.

JACK SWAGGER 

Beating Tommy Dreamer in an Extreme Rules Match is about as tough as beating last year's undefeated New England Patriots at home. It's not too soon to call "The All-American American" a giant.

SANTINO MARELLA

The former Intercontinental Champion sure talked a lot when he had the gold, but now he's falling to a guy (we think) who specializes in golden fashion. Can he rebound next week?

RANDY ORTON

Orton breaks the tip of the P25. Being one of only two survivors in his match at the pay-per-view foreshadows just how fast we expect him to cruise up the list.
